Estimated from the IRS trend: 2023–24 ~$6.50B · 2024–25 ~$5.80B = $12.30B (IRS dollar data ends at 2022–23). 5-year total: $36.44B. (2) Wealthy filers who keep an LA address but live mostly elsewhere (second home in TX, condo in FL) — only filers who change official tax residence are captured. (3) Capital gains realized after the move — reported in the new state's returns, not in LA's loss column (IRS file is a year-of-move snapshot only). (4) Local-economy multiplier loss — every household that left stopped buying groceries, paying property tax, hiring contractors, supporting nearby businesses; none of that downstream activity is in AGI. (5) Talent and founder flight — skilled workers/entrepreneurs who keep CA filing while building businesses elsewhere create out-of-state activity that doesn't register as a "move." (6) Sales- and property-tax base erosion — long-tail effects on city/county revenue, separate from federal AGI.
